ADVERTISEMENT TO BID Legal Notice 1. Sealed proposals for South Richland Creek Road Paving Project owned by the CITY OF BUFORD will be received by the City of Buford at the Buford City Hall, 2300 Buford Highway, Buford, GA 30518 until 10:00 AM on June 27, 2019 at which time they will be publicly opened. The project consists of the following generally described work: Milling of existing asphalt pavement, patching of asphalt pavement (as required), new asphalt paving, roadway shoulder grading, new roadway striping, and traffic control necessary to install the authorized work on South Richland Creek Road. 2. Plans and Specifications are open to inspection at Buford City Hall, 2300 Buford Highway, Buford, GA 30518 or Thomas & Hutton Engineering, 5553 Peachtree Road; Suite 175, Atlanta, GA 30341. 3. Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability." Performance and Payment Bonds, each in an amount equal to 100% of the contract price shall be required of the successful bidder if contract is awarded. Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney–in–fact to bind the surety and certified to include the date of the bond. 4. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes it would not be in the best interest of the Project to make an award to Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner. 5. In order to assure that Bidders receive all addenda and or clarifications to the bid documents in a timely manner, it is highly recommended that all bidders obtain at least one complete set of Bid Documents directly from the Engineer. Entities that do not purchase Bid Documents from the Engineer will not be on the Engineer's plans holder list and will not receive addenda and/or clarifications to the bid documents directly from the Engineer. Bidders relying on plans rooms or other services to obtain the Bid Documents, rather than purchasing them directly from the Engineer, are doing so at their own risk. Sets of the Bid Documents may be obtained at the office of Thomas & Hutton, the Engineer, upon payment of a nonrefundable fee of $25 for a digital copy of the Bid Documents in PDF format.
