There is a need, no doubt. But you are fooling yourself if you think 56% is the real number. People are abusing the system. A percentage of these families have smartphones, HD flatscreens, hi-speed internet, etc. Some of these parents need to prioritize their spending. But many of them know the Government will 'enable' them if they work the system.

And why is generating revenue (with noe expense) a bad thing?
toby: All politicians are the same? You, and so many others, continue to show your mis-information, or ignorance. Most politicians at the local level have full-time jobs, (most are well-paying), and depend very little on the part-time paycheck they recieve. I know of some who give back their pay to their communities, or have offered to work for free. Not every politician is the same, not every lawyer is the same, not every teacher is the same, on and on. Open your eyes and realize that there are good, honest people in public office. One, (or three), bad apples at the County level don't spoil the whole barrel. But I do agree, it gives them all a bad taste. Everyone should look beneath the surface before judging politicians as a group.
Mack711 - you continue to show how mis-informed you are. There were citizen review committes and they selected the Dog park as their number one amenity they desired. And elected officials in Duluth do not receive a pension - never have.
The number one thing we need is educated voters. It amazes me to see the comments in these articles and on the Patch that refer to Duluth City pensions, Duluth denying an alcohol license, and Duluth letting the Gwinnett Place die, etc. If these people were educated on the facts, they would know Duluth elected officials have no pension, the restaurant in question has not applied or an alcohol license with the City, and the GP Mall is not in the City. Most folks are mis-informed, not informed at all, or just plain ignorant. And 4-5% of these folks (all that show up at the booth) elect your officials.
There are good and honest elected officials. Duluth has them, Gwinnett County, and the State has them. For all you folks demanding all incumbents be removed, don't throw out the baby with the bath water.
It amazes me to see the comments from Mack711 and a few others that talk like they are citizens of Duluth. The Gwinnett Place Mall area is not in the City of Duluth. Duluth Police do not patrol that area. Duluth does not receive any property tax from that area. Bashing the City for those things show how mis-informed you are. I think if this area was controlled by Duluth, a much better job would have been done.
