Why put people in situations where, we know from the past, has a chance of causing harm to others?
Go on, describe to this Eagle Scout the situations in the BSA which have high chances of causing harm to others, and how it's relevant to having gay members in scouting.

The problem comes from the means of enforcing these reductions, which is typically found at the federal level, and the bureaucracy and ineptitude at the federal level is often astounding

To avoid having these powers stepping in, what do You do to help set up boycotts, adjust industry standards, change your (and friends', family's, charities/community organizations') behavior? There are a bundle of non-governmental movements which could use your help to change peoples' minds and habits.
One of the biggest things I've heard and found in research on wind power is the fact that you get some of the best wind collection along shorelines. Yet, the shorelines are often packed with wealthy people who can afford to fend off a wind farm because it would ruin the ambience of their property. In all fairness to their point, the wind turbines used for wind power collection are not the prettiest things in the world.
Wind power is also extremely efficient throughout the central regions of the US, particularly through Texas.
I'd argue that the aesthetic problem won't last. In the inevitability that wind turbines' designs change, so too will their 'beauty'. People complained 'NIMBY' about cellphone towers upon first construction, too.
Everybody needs to act responsibly and stop abusing their freedoms in the absence of a concrete hate law.
By all means, tell everybody how they 'need to act'. Especially after such thorough research by looking up an article linking cyber-bullying with 'negative energy'.
Alternatively, consider what a nonviolent voice said on the matter ~50 years ago:
If peace means accepting second-class citizenship, I don’t want it.
If peace means keeping my mouth shut in the midst of injustice and evil, I don’t want it.
If peace means being complacently adjusted to a deadening status quo, I don’t want peace.
If peace means a willingness to be exploited economically, dominated politically, humiliated and segregated, I don’t want peace. So in a passive, non-violent manner, we must revolt against this peace.

I don't know how you've been so misled, but studies are conducted hundreds of times, reaching a specific conclusion, whether or not grants are involved; indeed, many people conduct their own research on their own time, donating their materials to do so.
The notion that Scientists adjust their studies to reach a conclusion and thus receive more grants is fabricated nonsense.
If you want to really learn about it, only you can read the studies to get the best information possible.
The earth is constantly changing. The sands of the deserts were once the bottom of the ocean. Greenland, until the Ice Age, contained lush vegetation. Did man kill off the dinosaurs?
Correct, the earth is constantly changing. The climate history of Earth, however, is neither haphazard nor random. What's great about this is that there are predictable cycles about many of these changes, which people can verify by reading ice cores in the Andes mountains, in Antarctica, or other remote locations which are somewhat devoid of contamination.
For example, one of these cycles deals with 100,000 years of orbit adjustment with the planet Earth and how glaciation is impacted. So, you have to account for these cycles when constructing models.
I am bothered that it seems that those on the far left, who have long wanted to have total control over our country, have hitched their wagons to environmental matters having found that their former socialist/communist agenda wasn't working fast enough. Even worse, our school children are being indoctrinated to believe that we must destroy our way of life to "save the earth"
