Based on the way the article was written, it appears that it was assumed the biggest transit need was a way into the city of Atlanta. With Gwinnett being promoted as a great place to both live and work, shouldn't the study have included questions about the need for cross county transit options? Living in extreme east Gwinnett, I can tell you it's a very long, slow ride to get to the interstate or anywhere on the west side of the county.
