Staff Photo: Jason Braverman. Gwinnett County police reported to the Harbins Springs Apartments on Twin Springs Trail at about 8:15 a.m. Monday. A maintenance worker at the complex near the intersection of Harbins and Williams roads discovered the body of Timothy Lance Kemp earlier in the morning, police spokesman Cpl. Edwin Ritter said.
