Duluth’s second city manager may come from within the organization.

James Riker, the city’s planning director, has been named the sole finalist for the city manager position, which became vacant last year when its first-ever manager Tim Shearer was fired.

The city conducted a nationwide search and interviewed four finalists, a press release said.

“The City determined that none of the finalists would be the best fit for the position and named James Riker the finalist,” the release said.

Riker joined the city staff a year ago, after eight years with the city of Flowery Branch.

The appointment may become official at the city’s Monday, March 24 council meeting. Details on the proposed salary and benefits were not available Monday.
