LAWRENCEVILLE — A Gwinnett County police officer was arrested Friday on charges alleging he shared explicit video with minors over the Internet.
David Dwayne Lowe, 26, of Norcross just graduated from the Gwinnett County Police Department Academy on May 10. He was arrested Friday and charged with electronically furnishing obscene material to minors. Additional charges are under investigation, police spokesman Cpl. Jake Smith said.
Smith said the GCPD special victims unit received a tip last week from the Georgia Bureau of Investigation regarding explicit video posted on a website and aimed at minors. The tip was that an “unknown person” had created a profile on the website myyearbook.com, which limits contact between users based on an appropriate age range.
“He went in there and said he was a certain age, a young age, so he could go in and talk to the ages right around there,” Smith said. Police said Lowe was posting webcam videos of himself masturbating. It was unclear Friday what specific age Lowe was allegedly pretending to be.
The investigation ultimately led detectives to Lowe’s home at 2306 Ashley Club Circle in Norcross, where a search warrant was executed Friday. Lowe was home at the time and taken into custody, Smith said.
Police did not learn that he was one of their own until Thursday.
Investigators made the move Friday afternoon as soon as they were able to put together a solid case with one victim. The possibility of more charges and more victims is likely, Smith said.
“As soon as they got enough for this one particular case, they took the charge,” Smith said. “They’ll continue the rest of the investigation with him off the street. They didn’t want to fool around with this type of criminal, build a giant case and then go in and get him. They’ve got to stop it as soon as possible.”
Authorities believe Lowe had been sharing videos on the site for at least “a couple of months.”
Following his arrest, Lowe was presented with a “notification of intent to terminate,” Smith said. He resigned instead.
Though he had graduated from the academy, Lowe was still in field training and never in a patrol car without a veteran officer alongside.
