DULUTH -- A Lawrenceville man allegedly caught masturbating in his driver's seat in a Bed Bath and Beyond parking lot had minutes earlier been spotted by three women doing the same thing in a nearby Old Navy lot.
Three young women leaving an Old Navy on Pleasant Hill Road near Duluth about 7:30 p.m. Friday called police to report a man masturbating in a Nissan Maxima as customers were entering and exiting the store.
Minutes later, an officer in the area spotted the suspect's car in a nearby Bed Bath and Beyond lot. When the officer approached, the driver placed a newspaper over his lap, a Gwinnett police report states.
"I asked the male what he was doing in the parking lot, and he told me he was reading the newspaper," Officer C. Flynn wrote. "When I asked (him) to step out of the car, he had a panicked look on his face."
The officer discovered that the man, identified as 53-year-old Curtis Rouse, had his jean shorts unbuttoned, genitals exposed and underwear around his ankles, the reports states.
Rouse told the officer he had been playing basketball and was simply changing his clothes. He told the officer he'd been arrested once before for public indecency before requesting to speak with an attorney, the report states.
Court records show Rouse was sentenced in 2001 to a year of probation in the earlier arrest. The circumstances of that arrest could not be determined Wednesday.
Police impounded Rouse's 2006 Maxima and arrested him on a single count of public indecency, a misdemeanor.
