Gwinnett County officers were called to the Hardee's restaurant on the 5200 block of the busy highway at about 2:30 p.m. Friday, finding 41-year-old Michelle Scurlock allegedly drunk and on pills that "made her drowsy." A 911 caller had seen the woman's grandson "barely dressed" and running across the road alone, according to an incident report.
Scurlock -- whom police said "could barely hold her head up" -- reportedly said she had been looking for her phone when the child ran into the roadway. The duo was walking to find a hotel because she couldn't afford the one she was currently in, police said.
The child, who was unharmed during his foray onto the highway, was wearing a diaper that had "clearly" not been changed. Police said they asked Scurlock the last time she had changed it.
"Ms. Scurlock could not give a complete answer due to her passing out on scene," according to the incident report.
Scurlock reportedly told police that the boy's mother was in jail, and that his father was "someplace doing nothing."
The child was released to a representative from the Department of Child and Family Services, police said.
Scurlock was arrested and charged with second-degree cruelty to children and public intoxication. Gwinnett County Jail records show it was her ninth local arrest since 2001.
She is being held without bond.
