The City of Suwanee seeks Requests for Proposals including qualifications and fee proposals from qualified firms for the provision of the design and installation of shade structures for Town Center Park, located at 330 Town Center Avenue and Sims Lake Park located at the intersection of Suwanee Dam and Tench Roads, in Suwanee, Georgia, 30024.

A pre-submittal meeting will be held at the City Hall at 330 Town Center Avenue, Suwanee, Georgia on Friday, September 30, 2011 at 10:00 am. Attendance at the pre-submittal meeting is highly encouraged, but not mandatory. Following the meeting, a walk of the two sites will be held with City representatives and those in attendance.

Proposals, Qualifications and Fees, as required by the City’s RFP package, shall be sealed and mailed or delivered, to the attention of Russell Small, Program Manager, 330 Town Center Avenue, Suwanee, GA 30024 prior to 3:00 p.m. local time on Friday, October 14, 2011. Provide a total of five (5) hard copies and one (1) electronic version (.pdf) of the proposal. Submittals received after the established deadline will not be considered. Faxed and email submissions will not be accepted.

The City reserves the right to accept or reject any and all submittals, waive technicalities and informalities, change scope of work, and amend said Request for Proposals as desired by the City. The City reserves the right to negotiate with any firm and to select the firm that best meets the City’s needs. Award, if made, shall be to the most responsible and responsive proposer as deemed by the City, price and other factors being considered.

HISTORIC DOWNTOWN BUFORD STREETSCAPE-PHASE V

Separate sealed Bids for the construction of the Historic Downtown Buford Streetscape - Phase V, which generally consists of new pedestrian facilities and streetscaping along East Main Street and South Harris Street. Existing curbing and sidewalk will be removed and replaces with new curbing, concrete sidewalks, brick pavers, street trees, landscaping site furnishings, ext. The roadway will be rehabilitated with an asphalt overlay and new storm drainage systems will be installed with this project. Bids will be received by the City of Buford, Georgia at Buford City Hall, 2300 Buford Highway, Buford, GA 30518 until 2:00 P.M. local time, October 13, 2011, and then at said office publicly opened and read aloud.

The Georgia Department of Transportation (GDOT) Standard Specifications, 2001 Edition, Supplemental Specifications Book, current editions, and applicable Special Provisions apply to this project. The Disadvantaged Business Enterprise (DBE) Goal for this project is 8%. Bidders submitting bids over $2,000,000 shall be prequalified with the GDOT. Bidders submitting bids $2,000,000 or less shall be prequalified or registered subcontractors with the GDOT.

A mandatory Pre-Bid Conference for all bidders will be held at 2:00 P.M. local time, October 4, 2011 at Buford City Hall, 2300 Buford Highway, Buford, Georgia 30518.

Any proposal received after said time and date will be marked late and not opened. The proposals must be submitted in a sealed package identifying the project, project number (PR 110915) and prospective bidder on the outside of the package. No extension of the bidding period will be made. Bids will only be publicly opened and read aloud. No determination as to the most responsive Bid, from the most responsible Bidder will be made until a thorough evaluation has been conducted by the City of Snellville; including receipt and evaluation of any additional information, of any kind, from any Bidder(s).

Proposed Project Location: The project site is located along Lenora Church Road at 2500 Sawyer Parkway at the existing site of Briscoe Park in Snellville, Georgia.

Scope of work: This project includes work associated with improvements within Briscoe Park, an existing park in the City of Snellville Park improvements include new soccer fields (2), an asphalt parking lot w/ concrete curb and gutter, concrete sidewalks and service drive, grading and drainage improvements, fencing, sports field and parking lot lighting, irrigation, planting, and a park pavilion. Additional work associated with the construction of these improvements includes: demolition, grading, relocation of existing utilities, and erosion control associated with these park improvements.

All work shall be performed according to the requirements of the construction project manual, drawings and specifications prepared by the Project Landscape Architect and Engineer.

Project has a mandatory completion date of (120) one-hundred twenty days.

Site inspections are not mandatory to bid on this project. Bidders should inspect the site to ascertain the nature and location of work and the general conditions which could affect the work or the cost thereof. The City will assume no responsibility for representations or understandings concerning conditions made by its officers or employees unless included in this invitation for bid. While site inspections are not a mandatory requirement to submit a proposal, vendors are urged to schedule inspections to ascertain all the requirements of this invitation. Pre-bid meeting is scheduled for Tuesday, October 4th, 2011 at 10:00 a.m. at the Parks and Recreation Department Office, Briscoe Park, 2500 Sawyer Parkway, Snellville, Georgia, 30078. Attendance of the pre-bid meeting is not mandatory.

Bid bonds in the amount of not less than 5% of the total amount of the base bid must be submitted with each bid. Failure to supply bond will force your bid to be declared non-responsive.

The successful bidder shall provide a 100% payment and a 100% performance bond at the signing of the contract. Failure to supply bonds will result in default of contract.

Successful bidders shall provide insurance in the amount of at least ($1,000,000.00) one million dollars as required by the ìsupplementary conditions - terms and conditions of these documents.

Contract, if awarded, will be on a lump sum basis in the best interest of the City of Snellville. No bid may be withdrawn for a period of (60) sixty days after time has been called on the date of opening.

Failure to sign your bid in the proper space provided on Part II of bid will force your bid to be declared as ìnon-responsiveî and not considered for award.

The bidder shall provide 4 original copies of the bid to the City of Snellville.
