DULUTH -- Kelvin "Kelly" Kelkenberg defeated Dusty Graham Tuesday night to win a seat on the Duluth City Council. Kelkenberg won the Post 4 seat, formerly held by Doug Mundrick, who did not seek re-election.

"The win hasn't truly sunk in yet because it's been a long day," Kelkenberg said. "I'm going to continue the work that I've been doing with the Finance Committee and tackle the finances for the city."
According to the unofficial results, Kelkenberg received 730 votes to Graham's 411.
"We had a strategy, executed it and it worked," Kelkenberg said. "We targeted specific things and got it to work."
Graham declined to comment on the election's results.
Also on the ballot was a referendum allowing package sales of beer and wine on Sundays, which passed. The unofficial results were 987 for and 281 against.
Mayor Nancy Harris and Councilman William G. "Greg" Whitlock ran unopposed in this year's election.
