LILBURN -- No millage increase and a raise for city employees highlight the $6 million fiscal year 2011-12 annual operating budget adopted here Monday night by the Lilburn City Council.
"This budget tries to capture the policies of the Mayor and City Council," City Manager Bill Johnsa said, adding that the budget took about eight months to develop.
City employees haven't had a pay hike in three years, but will receive a 2 percent merit raise under this plan, and the millage rates will stay at 4.26, Johnsa said. Formality of setting the millage will come at a later time.
The ordinance approved also includes a monthly charge of $10 per city resident for garbage pickup, which has formerly been free.
The budget calls for $1,676,349 for a Capital Improvement Plan, $1,720,647 in SPLOST funds, and $40,100 in capital projects funds.
In other business, the Council:
- Approved an alcohol beverage ordinance which will allow the Alcohol Review Board more flexibility for disciplinary actions other than license revocations in certain instances.
"We want more latitude so the punishment will fit the crime," said Councilman Eddie Price. The plan also allows for alcoholic advertisements in the city.
Voted to buy the property at the intersection of Main Street and U.S. Highway 29 for $394,328 to be used for the Main Street Realignment Project. The purchase price will be reimbursed by future SPLOST money, according to Mayor Diana Preston.
Agreed to outsource its computer maintenance service contract.
Accepted a donation of $400 from the Lilburn First Baptist Church to the Lilburn Police Department for assistance in purchasing raincoats for the officers.
Reminded residents that the July council meeting has been canceled due to lack of a quorum.
