Officials ID drowned kayaker

SNELLVILLE — The Gwinnett County Medical Examiner’s Office has released the identity of the kayaker who drowned in Snellville’s Norris Lake over the weekend.

Chief Forensic Investigator Ted Bailey said Wednesday that the man was 45-year-old Roberto Santillanes-Carrillo, his last known address in Atlanta. Next of kin was notified Wednesday, Bailey said.

Santillanes-Carrillo was on Norris Lake on Saturday afternoon when witnesses said his kayak capsized. A work crew building a boat deck told authorities that Santillanes-Carrillo appeared not to be able to swim and was not wearing a life jacket.

He was last seen struggling to stay afloat, clinging to the overturned kayak before he went under.

After four dives to recover the man’s body were unsuccessful Saturday, a search from the surface Sunday was called off at about 5 p.m., Gwinnett County Fire Department spokesman Capt. Tommy Rutledge said.

Using cadaver dogs, sonar devices and divers from Forsyth County, Santillanes-Carrillo’s body was finally found at about 3 p.m. Monday.
