2 arrested in massage parlor bust

BUFORD -- An undercover vice operation has uncovered yet another local massage parlor operating unscrupulously, police said.

Gwinnett County police investigators, who routinely perform compliance checks on massage parlors to ensure they are only providing services allowed by law, arrested two people Monday and cited a third at the Lucky Good Hands Massage inside the Mall of Georgia.

According to authorities, the investigation was launched after an anonymous tipster dropped a dime about prostitution acts taking place inside the business.

Gwinnett police spokesman Officer Brian Kelly said investigators initially went into the establishment about two weeks ago and found everything as it should be.

During a routine follow-up, however, police said parlor employees crossed the line.

"During this second visit, the undercover investigator was solicited for an act of prostitution," Kelly said.

Officers arrested 41-year-old Yingjiu Liu of Doraville and Shiying Tian, 41, of Buford, charging both with massage without permit. Liu was also charged with masturbation for hire and Tian with giving a false name.

Xiuhai Xue was cited and released for manager not on duty and records not maintained.

Liu and Tian each have been released on $1,570 bond, jail records show.

In February, a multi-county and jurisdiction sting operation involving several agencies didn't net any arrests in Gwinnett, but did result in two shops, Spa 18 on Pleasant Hill Road in Mall Corners and Foot Spa on Old Norcross Road at Steve Reynolds, being cited.

A Gwinnett police spokesman said no solicitations were made at either location.
