Man charged for crude behavior at kiddie pool

DULUTH -- Police arrested a Duluth man this week on charges he was masturbating near an apartment kiddie pool filled with small children.

The incident marks the second time since Saturday police have arrested Gwinnett men on sexual charges involving children at public pools.

Most recently, police charged Leon Owen, 27, with public indecency after arresting him at the Idlewylde Apartments on Boggs Road, where he lives.

A security guard at the complex told Gwinnett police he'd received numerous complaints Monday from pool goers who saw Owen masturbating in his pants at the children's pool, according to a police report.

Police confronted Owen near his apartment. He claimed his actions were due to "jock itch" and weren't sexual, the report states. Three witnesses disputed those claims.

One woman told police "it was definitely not itching," the report says.

Based on witness statements, police arrested Owen and transported him to the Gwinnett County Jail, where he remained Wednesday.

A representative of the apartment complex declined comment.

On Saturday, police arrested a 40-year-old Lilburn man after witnesses said he made sexual advances via hand gestures to several children at a neighborhood pool.

Three children who reported being propositioned by Bryon Deibler were between ages 9 to 12. One child's father told police he was hit on in a similar fashion.

Cpl. Brian Kelly, Gwinnett police spokesman, stressed that the alleged incidents were "atypical and coincidental" and should not "give rise to undue concern as we progress into the summer months," he said.

"Parents should always be aware of the environment in which their children play," Kelly said. "There is no substitution to vigilance and parental supervision."

Kelly urged parents to take a minute to discuss with kids the boundaries that define victimization, and how best to report violations.
