PROJECT: City of Sugar Hill Park Expansion Project OWNER: City of Sugar Hill, Georgia

Sealed proposals will be received by the City of Sugar Hill, Georgia for a Construction Manager at Risk Contract for the construction of the City of Sugar Hill Park Expansion Project located in Sugar Hill, Georgia. Sealed Proposals will be received by the City of Sugar Hill at City Hall, 4988 West Broad Street, Sugar Hill, Georgia 30518, no later than 11:00 AM local time, September 25, 2009. Proposals will be publicly opened and read aloud at this location September 25, 2009 at 2:00 PM.

The proposal shall be read in such a manner as to avoid disclosure of the contents to competing PROPOSERS during any allowed process of negotiations. Any Proposals received after 11:00 AM on proposal deadline date (09/25/09) will not be considered by OWNER. Proposals will be evaluated by OWNER and the project award is anticipated upon completion of this evaluation. All Proposals become the property of the City of Sugar Hill. Selection of the "BEST PROPOSAL" will be determined by cost, experience in previous like projects, timeline to complete, references, and interview. The weight to be placed on each element is as follows: Guaranteed Maximum Price: Materials, labor, tools, equipment and all other miscellaneous and/or necessary items for the Phase I site preparation of a park, including: clearing, grubbing, erosion control, rough grading, temporary grassing, two lane covered vehicular bridge crossing, detention ponds, bio-retention areas, paving of road and parking, water main infrastructure, storm infrastructure, sidewalk, and striping.

Note: Phase II (not included in this RFP) of the park expansion is to include the construction of the press box/concession building, furnishing of bleachers, final dressing and preparation of the field, fencing for the field, sidewalk immediately adjacent to the field, furnishing of the playground equipment, the pedestrian bridge, and the sanitary sewer outfall.

The proposed time for completion is to be submitted as part of the proposal.

A mandatory Pre-Proposal Conferenc e is scheduled for 2:00 PM local time, September 4, 2009 at Sugar Hill City Hall at the above address with a tour of the site thereafter. No other site tours will be scheduled. Questions addressed to the Engineer/Architect will be accepted until 10:00 AM local time, September 18, 2009.

OWNER requires a bid bond issued by a Surety listed on the Treasury as licensed in the State of Georgia, or a cashier's check in the amount of five percent (5%) of your total proposal to be enclosed with your proposal at the time of proposal opening to be made payable to OWNER. No other form of security will be acceptable.

PROPOSER shall provide one (1) original and three (3) copies of the Proposal . Each proposal must be submitted in a sealed envelope, addressed to OWNER. Each sealed envelope containing a Proposal must be plainly marked on the outside as, "Proposal for City of Sugar Hill Park Expansion Project" . If Proposal is forwarded by mail, the sealed envelope containing the Proposal must be enclosed in another envelope to the attention of OWNER at the address previously given.

Any and all Proposals received without the aforementioned criteria enclosed will be returned to PROPOSER.

All Proposals must be made out on the proposal form of the type bound in the Contract Documents, in accordance with the instructions in the INSTRUCTIONS TO BIDDERS/PROPOSERS. No interlineations, additions, or deletions shall be made in the proposal form by PROPOSER. No conditional proposals will be acceptable.

Contract will be awarded to the PROPOSER providing the Best Proposal as determined by the City after consideration of the factors set forth above and upon the completion of any discussion and negotiation process. The City shall not disclose the contents of any proposal to any competing PROPOSER and shall publicly open the Proposals in a manner that the contents of the Proposals are not disclosed to other PROPOSERS.

The successful Construction Manager shall be responsible for public bid of all associated building trades, in order to acquire the best possible price for the project.

OWNER reserves the rights to waive any informalities or to reject any or all Proposals, to evaluate Proposals, and to accept any Proposal which in its opinion may be in the best interest of OWNER. No Proposal will be rejected without just cause. No PROPOSER may withdraw his proposal within the time limit specified in the Instructions to Bidders/Proposers Section 00100.

The City of Suwanee is soliciting Qualifications Packages for Voice and Data, Audio/Visual and Security for its planned Police Expansion and Crossroads Center Renovations. The Police Expansion will be located in the former City of Suwanee City

Hall building at 373 Highway 23 and the Crossroads Center is located at 323 Highway 23. The former City Hall facility is intended to serve as the City of Suwanee Police Headquarters and the Crossroads Center will serve as the Municipal Court.

Scope of work to include but not be limited to:

Providing all labor, material, equipment, permits, licenses, insurance, and testing necessary for complete phone system, data cabling, audio/visual system, access control and security cameras.

Responses to this RFQ shall be submitted no later than Thursday, September 24, 2009.

There will be a mandatory pre-proposal conference held on Thursday, September 03, 2009 at 10:00 AM in the former City of Suwanee City Hall building, 373 Highway 23, Suwanee, Georgia 30024. All firms interested in submitting a Response to this RFQ must attend this conference.

CONSTRUCTION OF

MOORE MIDDLE SCHOOL, FOR GWINNETT COUNTY BOARD OF EDUCATION, GWINNETT COUNTY,

GEORGIA.

The project consists of construction of a new two-story classroom building with a one-story area containing core facilities such as kitchen, cafeteria, media administration, gym, art and music. The building includes, but is not limited to, shallow foundations, precast insulated concrete wall exterior wall panels, precast floor and roof tees, light weight insulating concrete roof fill, slab on grade.

Sealed lump sum proposals from bidders will be received by the Gwinnett County Board of Education , Conference Room, Building "C", 53 Gwinnett Drive, Lawrenceville, Georgia 30046 until 3:00 p.m., local time, on September 17, 2009 at which time and place all proposals received will be opened and read aloud. Proposals received after the above time is called will be returned. No phones will be available. Gwinnett County Public Schools' fax machines and computers shall not be used to receive faxes or e-mails for bidders.

Contract, if awarded, will be on a stipulated sum basis. Bids may not be withdrawn for a period of sixty (60) days after the date of receipt of bids. Bids shall be accompanied by a bid bond payable to Gwinnett County Board of Education in an amount equal to five percent of the base bid (Certified Checks NOT Acceptable) . Performance Bond and Labor and Material Payment Bond, each amount equal to 100 percent of the contract sum, will be required of the successful bidder. These bonds shall be executed by a Surety Company licensed to do business in the State of Georgia, be listed on "Department of The Treasury Circular 570" and have an A.M. Best Company rating of at least Class "A", with a Financial Size of VI or better. Bonds must be accompanied by letter stating company's current rating for verification prior to acceptance by the Owner and execution of the formal Owner/Contractor agreement.

Subcontractor Bonds:

The following Subcontractors will be required to furnish Performance and Payment Bond and Labor and Material Payment Bond, each equal to 100% of their respective subcontracts:

Precast Concrete Supplier/Erector, Roofing, Plumbing, Mechanical (HVAC), Sprinkler and Electrical Subcontractors.

Performance, Labor and Material Payment Bonds shall be the same as required by the General Contractor.

The Owner will make progress payments to the successful contractor upon receipt of request for payment having been certified by the Architect as fully covered and shown in Contract Documents.

Contract documents may be examined at the office of the Chief Operations Officer for Facilities and Operations, 53 Gwinnett Drive, Lawrenceville, GA; in the office of the Architect; F. W. Bidding documents must be obtained only through the office of the Architect, Cunningham, Forehand, Matthews & Moore, Architects, Inc., 2011 Manchester St., Atlanta, Ga. 30324. Applications for documents, together with deposit of $300.00 per set, and the Contractor's completed, current, job specific AIA document A305, should be filed promptly with the Architect. Bidding material will be forwarded as soon as possible, following receipt of deposit, review of the AIA A305 document and approval as a pre-qualified Bidder. Note : An AIA A305 document will be considered "Non-Responsive" if paragraph 3.4 and 3.5 are not complete with projects listed containing current contacts for Owners and Architects along with current telephone numbers. Also, AIA A305, paragraph 3.6 must be completed with information requested for key individuals of the Contractor's organization, including proposed Superintendents and Project Managers with experience in precast concrete building construction. Bid deposits are non-refundable

PRE-BID CONFERENCE:

A mandatory pre-bid conference will be held at the Gwinnett County Board of Education, Conference Room, Building "C", 53 Gwinnett Drive, Lawrenceville, Georgia 30046 at 10:00 a.m., local time, on September 1, 2009. All Bidders shall submit AIA Document A305 Contractor's Qualifications Statement along with the bid deposit. Plans and specifications will not be released prior to approval as a pre-qualified Bidder. The AIA A305 must show the Contractor's ability to complete the Contract in a satisfactory manner on projects of similar scope and complexity. Experience must include the completion of multi-story projects of precast concrete walls, floors and roof construction of at least 150,000 square feet and constructed within the last 15 years. Provide information on the experience of key personnel (Project Management Team) currently with the organization who have the required experience and would be assigned to this project. References from past clients and projects must be included and will be verified.

Bidders who do not submit the AIA A305 will be subject to disqualification.

All Bidders shall attend the Pre-Bid Conference. FAILURE TO ATTEND SHALL RESULT IN DISQUALIFICATION OF THE BIDDER.

Any Bidder that is disqualified may respond to the Owner in writing within 20 days of the Notice of Disqualification as to why the Bidder feels the disqualification is unfounded. The written appeal from the disqualified Bidder will not change the decision already made on this project. However, a favorable appeal may open the way for the Bidder in question to bid on future Gwinnett County Public School System projects.

No new Bidders will be added following the Pre-Bid Conference.

Contract Documents have been submitted to authorities having jurisdiction and permits will be delivered to the successful Contractor at the pre-construction conference.

The Owner reserves the right to reject any and all bids, to waive any informalities in bidding, and to award a contract for any part of the work, or the job as a whole.

Fees: The Owner will pay for all Building Permit Fees, Sewer Impact Fees, Water Tap Fees, and Water Meter Fees. Costs for temporary water, gas, telephone, power services and Permit Inspection Fees will be paid for by the Contractor. The Owner will pay for utility costs starting on the date of Substantial Completion.

TREE INVENTORY STUDY

The City of Suwanee seeks Statements of Qualifications (SOQ) with fee proposals from an individual, firm, or team of firms for the performance of certain professional services related to the preparation of a Tree Inventory of trees located within the City of Suwanee rights-of-way and City-owned property. The goal of this proposal is to select a qualified consultant to work with City Staff to implement the project. This project includes the field verification of the location of each tree within the City's rights-of-way and City-owned property (based on Aerial and GIS data provided) and assessing the condition of each tree.

Statement of Qualifications and Estimate of Fees, as required by the City's RFQ package, shall be sealed, mailed or delivered, to the attention of Mr. Wes Rogers, Senior Environmental Planner, at 330 Town Center Avenue, Suwanee, GA 30024 prior to 3:00 p.m. local time September 16, 2009.
