LILBURN - In an effort to aid city workers, the Lilburn City Council voted here Monday night to fund the employees' share of the annual health care renewal increase for fiscal year 2009-10. This will be a one-time only contribution from the city, and won't carry over into future years unless the Council authorizes it specifically.
This was an effort to help offset the absence of merit salary increases this year. The vote took place at the regular monthly council meeting.
The Council also approved changes in an administrative policy which establishes qualifications and criteria which guides the board in awarding proclamations. These updates are self-imposed limitations to awarding public proclamations, and distributing keys to the city because of the large numbers awarded in the past.
In other business, the Council:
· Amended part of the Alcoholic Beverage Ordinance to transfer duties previously performed by the city clerk to the Alcohol Review Board.
· Voted to approve a guarantee of a $1 million line of credit loan from the Bank of Atlanta for the Lilburn Downtown Development Authority (DDA).
· Changed its purchasing policy from sealed bids to three bids not to exceed $25,000.
· Rejected all bids for fuel vendor for the city. Only two sealed bids were received from 22 bid invitations sent out.
· Approved house-keeping amendments to SPLOST, Capital Projects, DDA, and Confiscated Assets Budgets for the fiscal year which ended June 30, 2009.
· Honored Councilman Johnny Crist for completion of the Robert E. Knox Jr. Municipal Leadership Institute.
· Recognized Officer Gregory Jacquet for completion of the Georgia Association of Code Enforcement Level II Certificate Program.
· Singled out Officer Stephen Weed for receiving his Bachelor of Science degree in Criminal Justice Administration from Columbia University.
