1. Denied without prejudice: Applicant requests a rezoning and a special-use permit from a single family residence district (R-100) to an office-institutional district (O-I) to allow for a 10,000-square-foot daycare center on 2.55 acres. The property is located at the 1000-1100 block of Rock Springs Road and the 1000 block of Laurel Drive. The department has recommended approval with conditions. The owner is the Idell R.
