PROJECT: Gary Pirkle Park Athletic Fields Proposal

OWNER: City of Sugar Hill, Georgia

Sealed Proposals will be received by the City of Sugar Hill, Georgia for a General Contract to furnish all materials, labor and equipment necessary for the fields construction at Gary Pirkle Park located at the intersection of Austin Garner Rd. and Suwanee Dam Rd.

Sealed Proposals will be received by the City of Sugar Hill at City Hall, 4988 West Broad Street, Sugar Hill, Georgia 30518, no later than 11:00 AM local time, June 18, 2008. Proposals will be publicly opened and read aloud at this location June 18, 2008 at 2:00 PM . The proposals shall be read in such a manner as to avoid disclosure of the contents to competing PROPOSERS during any allowed process of negotiations. Any Proposals received after 11:00 AM on proposal deadline date (6/18/08) will not be considered by OWNER. Proposals will be evaluated by OWNER and the project award is anticipated upon completion of this evaluation. All Proposals become the property of the City of Sugar Hill. Selection of the "BEST PROPOSAL" will be determined by cost, experience in previous like projects, timeline to complete and references. The weight to be placed on each element is as follows:

BASE Proposal:

City of Sugar Hill has estimated all areas of athletic fields for Gary Pirkle Park to be approximately 609,840 square feet (14 ac). Please provide a proposal figuring a single sloped finished athletic field general area that the City of Sugar Hill can utilize for multiple field layouts.

The scope of work proposed should include the following:

1. Plowing/Tilling and small rock removal of the rough graded area (left to at +/- .10 feet by the site prep Contractor)

2. Incorporating lime and fertilizers as indicated by soil test reports.

3. Rough Laser grading (+/-.5inches) to establish desired slopes (not to exceed 1.25%).

4. Rough-in of all irrigation pipes and control wires.

5. Final finish Laser grading at the desired slopes (not to exceed 1.25%) at .25 inch tolerance utilizing some small amounts of river sand for smoothing purposes.

6. Flush and finish installation of Irrigation lines and heads, then run a full operational test of the system with a representative of the City of Sugar Hill before ordering the sprigs.

7. Moisten (as necessary) the areas to be sprigged prior to the installation.

8. Install the sprigs at 1000 bushels per acre.

9. Immediately start the watering system for better survival of the sprigs.

10. Aggressively and intensively maintain the sprigged area for several weeks (6-8) or till 95% coverage has occurred as determined by representatives of your company and the City of Sugar Hill.

11. Work with the Sugar Hill Park & Recreation Department, other tradesmen and sub contractors to provide a homogeneously completed project that becomes the pride of the City of Sugar Hill.

12. Survey final field elevations and locate all Irrigation valves for future reference.

Please provide the above scope of work for Phases of athletic Field areas at a per foot rate or for the estimated 609,840 square feet (14 ac) of Athletic Field areas at a total. The price per foot will apply for any areas that are added to or deducted from the estimated 14 acres total.

Owner may require a performance bond (owner decision prior to signing contract) issued by a Surety listed on the Treasury as licensed in the State of Georgia, or a cashier's check in the amount of ninety-five (95%) of your total proposal. This will be discussed with the contractor chosen to complete this job.

Limitations:

Proof rolling, any testing, boring, problems arising from buried rock or other debris, step-down transformers, fencing, pumps, wells, permits, power/power connection, backflows, tap fees, meters, +/- .10'sub-grades, topsoil and compaction, track or sports field equipment should NOT be included. All debris resulting from your work should be placed in dumpsters on site and provided by contractor. The owner shall be responsible for marking all utilities not covered by the Utilities Protection Agency.

Alternates: (If authorized by Owner)

The required time of completion is Sixty (60) consecutive calendar days from the contractors actual start date. The sixty days represents all ground work completion to proper grade. Additional time is needed to reach 95% coverage which will be determined a representative of your company and the City of Sugar Hill.

PROPOSER shall provide one (1) original and three (3) copies of the Proposal. Each proposal must be submitted in a sealed envelope, addressed to OWNER. Each sealed envelope containing a Proposal must be plainly marked on the outside as, "Proposal for Gary Pirkle Park Athletic Fields". If Proposal is forwarded by mail, the sealed envelope containing the Proposal must be enclosed in another envelope to the attention of OWNER at the address previously given.

Any and all Proposals received without the aforementioned criteria enclosed will be returned to PROPOSER.

Contract will be awarded on a stipulated sum to the PROPOSER providing the Best Proposal as determined by the City after consideration of the factors set forth above and upon the completion of any discussion and negotiation process. The City will consider the base proposal plus any alternatives deemed acceptable. The City hereby notifies any and all PROPOSERS that the City will allow discussion, negotiation and revision of proposals submitted prior to award in order to obtain the best and final offers of each PROPOSER. The City shall allow all companies submitting proposals reasonably susceptible of being selected to participate in discussions, negotiations and revisions of proposals. The City shall not disclose the contents of any proposal to any competing PROPOSER and shall publicly open the Proposals in a manner that the contents of the Proposals are not disclosed to other PROPOSERS.

OWNER reserves the rights to waive any informalities or to reject any or all Proposals, to evaluate Proposals, and to accept any Proposal which in its opinion may be in the best interest of OWNER.

No PROPOSER may withdraw his proposal within 90 days of the proposal submission date.

The City of Lilburn is soliciting competitive sealed bids from qualified contractors for ROAD REPAIR, RESURFACING AND PATCHING . One complete set of drawings and specifications shall be provided to General Contractors only, at no cost. No partial sets of working drawings or specifications shall be issued.

No Bidder may withdraw his Bid within ninety (90) days after the actual date of the opening thereof.

Separate sealed Bids for the construction of a new 16-inch steel high-pressure natural gas main, and other related gas facilities to be located along Bold Springs Road in Gwinnett County, Georgia will be received by the City of Buford at City Hall located at 2300 Buford Highway, Buford, Georgia, until 10:00 A.M. local time, June 19, 2008, and then at said office publicly opened and read aloud.

The project generally includes the installation of approximately 15,000 linear feet of 16-inch steel natural gas main, line valves and other appurtenances. The Owner will provide the steel pipe, line valves and valve boxes. Contractor to provide all pipe fittings, tapping fittings, joint coating materials, concrete collars, temporary erosion control materials, and accessories required for a complete, properly functioning system. Contractor will furnish all equipment required for installation, cleaning and testing. The location of the Work is in Gwinnett County, Georgia, along Bold Springs Road, from the Walton County line to Harbins Road.

No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with Act. O.C.G.A. 43-14. Contractor must be a qualified natural gas contractor under the laws of the State of Georgia and must comply with any Federal, State, and City guidelines and regulations.
