PROJECT: Design Baseball Field and Stadium at EE Robinson Park

OWNER: City of Sugar Hill, Georgia

Sealed Proposals will be received by the City of Sugar Hill, Georgia for Design and Engineering for a new baseball field and stadium at E.E. Robinson Park located off Level Creek Road just south of Sugar Hill Elementary School.

Sealed Proposals will be received by the City of Sugar Hill at City Hall, 4988 West Broad Street, Sugar Hill, Georgia 30518, no later than 11:00 AM local time, June 27, 2008. Proposals will be publicly opened and read aloud at this location June 27, 2008 at 2:00 PM . The proposals shall be read in such a manner as to avoid disclosure of the contents to competing PROPOSERS during any allowed process of negotiations. Any Proposals received after 11:00 AM on proposal deadline date (6/27/08) will not be considered by OWNER. Proposals will be evaluated by OWNER and the project award is anticipated upon completion of this evaluation. All Proposals become the property of the City of Sugar Hill. Selection of the "BEST PROPOSAL" will be determined by cost, experience in previous like projects, timeline to complete and references. The weight to be placed on each element is as follows:

The City wishes to have a 14 acre site designed for a full size baseball field with stadium and parking facilities. This addition will be located in the E.E. Robinson Park Property fronted to Peachtree Industrial Blvd. The site is to be accessible to the existing park via one vehicular bridge and one pedestrian bridge.

The scope of work proposed should include the following:

TAB ONE Definition and proposal for project plan to include a timeline. Timeline should include design, construction bidding, construction firm selection and time to construct.

TAB TWO Definitions of ALL deliverables and services to be offered in the firm fixed price Proposal.

TAB THREE Summaries of qualifications.

TAB FOUR Summaries of like projects to include contact points and references. Pictures and total site layout of projects is desirable.

TAB FIVE Summaries of design team staff qualifications.

TAB SIX Summaries of cost estimates for layout of overall project.

TAB SEVEN Construction Administration costs, if requested.

PROPOSER shall provide one (1) original and three (3) copies of the Proposal. Each proposal must be submitted in a sealed envelope, addressed to OWNER. Each sealed envelope containing a Proposal must be plainly marked on the outside as, "Proposal for EE Robinson Park Baseball Stadium". If Proposal is forwarded by mail, the sealed envelope containing the Proposal must be enclosed in another envelope to the attention of OWNER at the address previously given.

Any and all Proposals received without the aforementioned criteria enclosed will be returned to PROPOSER.

Contract will be awarded on a stipulated sum to the PROPOSER providing the Best Proposal as determined by the City after consideration of the factors set forth above and upon the completion of any discussion and negotiation process. The City will consider the base proposal plus any alternatives deemed acceptable. The City hereby notifies any and all PROPOSERS that the City will allow discussion, negotiation and revision of proposals submitted prior to award in order to obtain the best and final offers of each PROPOSER. The City shall allow all companies submitting proposals reasonably susceptible of being selected to participate in discussions, negotiations and revisions of proposals. The City shall not disclose the contents of any proposal to any competing PROPOSER and shall publicly open the Proposals in a manner that the contents of the Proposals are not disclosed to other PROPOSERS. Separate sealed Bids for the construction of a new 16-inch steel high-pressure natural gas main, and other related gas facilities to be located along Bold Springs Road in Gwinnett County, Georgia will be received by the City of Buford at City Hall located at 2300 Buford Highway, Buford, Georgia, until 10:00 A.M. local time, June 19, 2008, and then at said office publicly opened and read aloud.

The project generally includes the installation of approximately 15,000 linear feet of 16-inch steel natural gas main, line valves and other appurtenances. The Owner will provide the steel pipe, line valves and valve boxes. Contractor to provide all pipe fittings, tapping fittings, joint coating materials, concrete collars, temporary erosion control materials, and accessories required for a complete, properly functioning system. Contractor will furnish all equipment required for installation, cleaning and testing. The location of the Work is in Gwinnett County, Georgia, along Bold Springs Road, from the Walton County line to Harbins Road.

No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds Georgia State Contractor's License of proper classification and in full force and effect, in compliance with Act. O.C.G.A. 43-14. Contractor must be a qualified natural gas contractor under the laws of the State of Georgia and must comply with any Federal, State, and City guidelines and regulations.

The City wishes to have a decorative fence built to enclose the cemetery located on West Broad St. The fence will be approximately 850 lin. Ft. with three gates. The gates will be 12' in total width each. The columns supporting the fence will be on 16' centers. Please review drawings. Three proposals are required reflecting the three concepts.

The City of Suwanee seeks Statements of Qualifications (SOQ) with fee proposals from an individual, firm, or team of firms for the provision of professional services to assist in developing and adopting the City of Suwanee Old Town Master Plan that meets or exceeds all Livable Communities Initiative requirements.

Selected consultant shall serve as the lead in implementing the community input process, including tours of several historic town centers, and develop and assist with adoption of the Old Town Master Plan. The project will be complex and will require knowledge of multiple disciplines to complete. The project is anticipated to take between 6 and 8 months to complete.

A pre-proposal conference is scheduled for 1:00 p.m. on Tuesday, July 8, 2008 at the Gwinnett County Purchasing Office, above address, 2nd floor, Conference Room B. All proposers are urged to attend.

Questions regarding proposals should be directed to Debra Parmer, Purchasing Supervisor at debra.parmer@gwinnettcounty.com or by calling 770-822-8733, no later than Tuesday, July 22, 2008. Proposals are legal and binding upon the bidder when submitted. One unbound original and six (6) copies should be submitted.

All proposers must submit with bid, a bid bond, certified check or cashier's check in the amount of five percent (5%) of $200,000,000.00. Successful proposer will be required to meet insurance requirements, submit a one hundred percent (100%) performance bond and a one hundred percent (100%) payment bond based on the negotiated cost of the project. Insurance and Bonding Company must be licensed to do business by the Georgia Secretary of State, authorized to do business in Georgia by The Georgia Insurance Department, listed in the Department of Treasury's Publication of Companies holding Certificates of Authority as Acceptable Surety on Federal Bonds and as acceptable reinsuring companies, and must have an A.M. Best rating of A-10 or higher.

Selection criteria are outlined in the request for proposal documents. Gwinnett County reserves the right to reject any or all proposals to waive technicalities and to make an award deemed in its best interest. With limited response, Gwinnett County reserves the right to extend the solicitation opening date as appropriate in order to assure a competitive procurement process.
