The Gwinnett County Board of Commissioners is soliciting applications from Contractors for annual pre-qualification to furnish labor, materials and equipment for utility relocations associated with road improvement projects at various locations throughout Gwinnett County.

Special Conditions: The Gwinnett County Department of Water Resources shall comply with O.C.G.A § 36-91-20 as amended for mandatory pre-qualification of prospective bidders. Therefore, interested applicants should obtain an Annual Pre-Qualification Application For Utility Relocations Associated with Road Improvement Projects from the Gwinnett County Purchasing Office, 75 Langley Drive, 2nd Floor, Lawrenceville, Georgia 30045 (Telephone No. 770-822-8720). Applications will be evaluated based on established criteria listed in the application. All qualified and disqualified applicants will be notified in writing. Contractors will be considered "pre-qualified" upon issuance of the notification of pre-qualification. Pre-qualified Contractors will remain "pre-qualified " until the County determines otherwise. One (1) original application must be completed and date stamped into the Gwinnett County Purchasing Office. Although the Purchasing Division will take effort to notify pre-qualified Contractors of bids that are based on the established criteria of the application, it is the Contractor's ultimate responsibility to ensure that they remain abreast of Gwinnett County's solicitations. Depending on the scope and complexity of work to be performed, individual projects may require a project-specific pre-qualification, independent of the annual pre-qualification process.

The review and approval process will require a minimum of three weeks from the date application is received into the Gwinnett County Purchasing Office. Contractors under consideration for pre-qualification may not submit bids for projects that have advertised prior to the contractor's notification of pre-qualification. The Housing Authority of the City of Buford, Georgia, 2050 Hutchins Street Buford, Georgia 30518 will receive bids for Capital Fund Program to Bathrooms Renovations of Low-Rent Housing Projects GA091001, 002, 003, 004, 005, 006 & 007 in Buford, Georgia .

Bids will be received until 11:00 A.M. , Local Time on the 13th day of February , 2008 at the main office of the Housing Authority at 2050 Hutchins Street, Buford, Georgia 30518 . At that time, all bids received will be publicly opened and read aloud.

Proposals submitted by mail should be addressed to the Housing Authority at the address set out above and plainly marked as indicted in the "Instructions to Bidders," Section B. All proposals submitted by mail will be collected at the above mentioned mailing address at _11:00_A.M. , Local Time, on the day mentioned above and held unopened at the office of the Housing Authority until _11:00_A.M. , at which time they will be opened with those that have been hand delivered.

Bidding Documents, including Plans and Specifications, are on file at the office of the Harper Aiken Donahue Partners, Inc., 2722 Piedmont Road, N.E., Atlanta, Georgia 30305, Post Office Box 52639, Atlanta, Georgia 30355 and at the office of the Housing Authority at the above address.

Plans and specifications may be ordered from the Architect's Office in Atlanta. Prime Contractors, Subcontractors and Material Suppliers may purchase sets of the documents for the cost of reproduction which is $50 per set. This $50 is not refundable. Each request for plans and specifications should indicate that the request is for a prime contractor or otherwise.

A certified check, or bank draft, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the Owner or a satisfactory Bid Bond, executed by an acceptable surety on the Bid Bond Form contained in the Specifications in an amount equal to five percent (5%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish and pay for satisfactory Performance and payment Bond(s) in the amount of 100% of the contract amount.

The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding.

No bids may be withdrawn for a period of ninety (90) days subsequent to the opening of bids without the consent of the Owner.

The General Contractors submitting bids or being considered for this work shall be licensed to perform such work by the State in which the work is located and shall submit evidence of such license before his bid may be opened or considered.

All contractors shall be required to comply with the equal employment requirements of the Federal Government, and to specifically comply with 24 CFR Part 135 which requires that employment and other economic opportunities generated by this contract shall, to the greatest extent feasible, be directed to low and very low income persons, particularly those persons who live in the projects where this work will be done.

Attention is called to the fact that salaries not less than the Davis-Bacon wage rates as published by the U.S. Department of Labor and as set forth in the Specifications must be paid on this Project.

All dwelling units are occupied and will be turned over to the contractor in phases, as set forth in the specifications, with the notice to proceed.
