PUBLIC NOTICE

The Gwinnett County Board of Commissioners invites applications from all interested persons for the purpose of making appointments to the Gwinnett County Stormwater Authority to the following posts:

Members; Term Expires

1, 3, 5, 7; December 31, 2009

2, 4, 6; December 31, 2008

The Stormwater Authority shall consist of seven members who shall be resident freeholders of Gwinnett County and who shall either have scientific training or have demonstrated experience with stormwater issues. Five of the members of the Stormwater Authority, members 1 through 5, inclusive, shall be selected at large and appointed by the Board of Commissioners of Gwinnett County. Two members of the Stormwater Authority, members 6 and 7, shall be nominated by the majority vote of a committee composed of the mayor of each incorporated municipality that has agreed for Gwinnett County to provide stormwater services within its boundaries and shall be appointed to the Stormwater Authority by the Board of Commissioners of Gwinnett County. The initial terms of office members 1, 3, 5, and 7 shall be from their date of appointment until December 31, 2009, and until their respective successors are selected and qualified. The initial terms of office of members 2, 4, and 6 shall be from their date of appointment until December 31, 2008, and until their respective successors are selected and qualified. Thereafter, all members selected and appointed shall serve for a term of four years and until their successors shall have been selected and appointed.

PUBLIC HEARING

The Housing Authority of the City of Buford, Georgia, has developed its Public Housing Agency Plan in compliance with the Quality Housing and Work Responsibility Act of 1999. The Board of Commissioners of the Buford Housing Authority will conduct a Public Hearing on October 4, 2007, at 4:00 PM at the Offices of the Housing Authority located at 2050 Hutchins Street, Buford, Georgia. The purpose of this hearing is to discuss modification to Agency Plan or amendment to Agency Plan and to invite public comment. Pursuant to O.C.G.A. Sec. §21-2-263, the following changes to precinct boundary lines are being advertised. The changes are being made to form new precincts. These changes are necessary due to increased voters registered in the precincts and to better accommodate the voters of Gwinnett County.

004 Suwanee A, 131 Suwanee E & (New) 162 Suwanee H

The boundary line between precinct 004 Suwanee A and 131 Suwanee E will follow Peachtree Industrial Boulevard from Moore Road to West Price Road. The boundary line between precinct 004 Suwanee A and 162 Suwanee H will follow Peachtree Industrial Boulevard from McGinnis Ferry Road to Moore Road. The boundary line between precinct 131 Suwanee E and 162 Suwanee H will follow Moore Road from Peachtree Industrial Boulevard to Level Creek Road and Level Creek Road to West Price Road. The polling place for 162 Suwanee H is North Gwinnett Church, 4963 West Price Road, Suwanee, GA 30024.

005 Baycreek A & (New) 161 Baycreek K

The boundary line between precinct 005 Baycreek A and 161 Baycreek K will follow Bennett Road from Rock Springs Road to Hillside Drive to Bennett Road. The polling place for 161 Baycreek K is Grayson UMC, 555 Grayson Parkway, Grayson GA 30017.

077 Goodwins C, 097 Goodwins E & (New) 163 Goodwins J

The boundary line between precinct 077 Goodwins C and 163 Goodwins J will follow Duluth Highway from I-85 to Purcell Road, to Lakes Parkway to Sugarloaf Parkway to University Parkway (316). By dividing the precinct along the State Senate District line, it will eliminate one split precinct caused by redistricting. The boundary line between precinct 097 Goodwins E and 163 Goodwins J will follow Old Peachtree Road from I-85 to the current placement of Sever Road to Tab Roberts Road. The polling place for 163 Goodwins J is East Gwinnett Church of Christ, 1736 Sever Road, Lawrenceville, GA 30043.

102 Pucketts B & (New) 160 Pucketts E

The boundary line between precinct 102 Pucketts B and 160 Pucketts E will follow South Bogan Road to Kilgore Road to Camp Branch Road to Hamilton Mill Road. The polling place for 160 Pucketts E is Ivy Creek Baptist Church, 2500 Ivy Creek Road, Buford, GA 30519.

129 Duncans B, 135 Pucketts C & (New) 159 Duncans D

The boundary line between precincts 129 Duncans B and 159 Duncans D will follow I-85 from Spout Springs Road to the Barrow/Gwinnett County line. The precinct line between precinct 135 Pucketts C and 159 Duncans D will follow Sardis Church Road from Hamilton Mill Road to the Hall/Gwinnett County line. The polling place for 159 Duncans D is Hamilton Mill Christian Church, 3809 Sardis Church Road, Buford, GA 30519.

PROPOSAL 2007-02

Pursuant to O.C.G.A. Sec. §21-2-262, the following changes to precinct boundary lines are being advertised. These changes are being made to better accommodate the voters. Maps and descriptions of the proposed boundary line changes are as follows:

024 Sugar Hill A & 055 Sugar Hill D

The boundary line between precincts 024 Sugar Hill A and 055 Sugar Hill D will follow Hamilton Mill Road from I-85 to South Hill Street to Southern Railway to Nelson Brogdon Boulevard. The new polling place for 055 Sugar Hill D is American Legion, Post 127, 1367 Suwanee Avenue, Buford, GA 30518

PROPOSAL 2007-03

Pursuant to O.C.G.A. Sec. §21-2-262, the following changes to precinct boundary lines are being advertised. These changes are being made to eliminate split precincts. Descriptions of the proposed boundary line changes are as follows:

045 Garners B & 088 Rockbridge E

The boundary line between precincts 045 Garners B and 088 Rockbridge E will follow Ross Road from Shiloh Road to Stone Mountain Highway. By following the State House District Line, it will eliminate two split precincts.

057 Duluth D & 099 Pinckneyville T

The boundary line between precincts 057 Duluth D and 099 Pinckneyville T will follow Gravitt Trail from Buford Highway to Inverloch Circle to Cranston Lane to Cranston Court to Gravitt Road to Old Norcross Road. By following the County Commission District Line, it will eliminate one split precinct.

PROPOSAL 2007-04

Pursuant to O.C.G.A. Sec. §21-2-262, the following changes to precinct boundary lines are being advertised. These changes are being made to align the precinct lines with the roads instead of the polling places. Maps and descriptions of the proposed boundary line changes are as follows:

007 Duluth A & 096 Duluth G

The boundary line between precincts 007 Duluth A and 096 Duluth G will follow Main Street from Abbotts Bridge Road to Brock Road to Buford Highway to South Scales Road.

007 Duluth A & 111 Duluth H

The boundary line between precincts 007 Duluth A and 111 Duluth H will follow Albion Farm Road from Abbotts Bridge Road to Rogers Bridge Road to the Fulton/Gwinnett County line.

026 Hog Mountain A & 070 Goodwins B

The boundary line between precincts 026 Hog Mountain A and 070 Goodwins B will follow Old Peachtree Road from Buford Drive to Collins Hill Road.

035 Cates D & 046 Cates F

The boundary line between precincts 035 Cates D and 046 Cates F will follow Mountain View Road from where it crosses Oak Road to Oak Meadow Drive to the old Snellville City limits to Main Street West.

050 Pinckneyville I & 087 Pinckneyville S

The boundary line between precincts 050 Pinckneyville I and 087 Pinckneyville S will follow Beaver Ruin Road from Indian Trail Road to Satellite Boulevard to Pond Road to Old Norcross Road.

062 Pinckneyville L & 125 Pinckneyville Z

The boundary line between precincts 062 Pinckneyville L and 125 Pinckneyville Z will follow the creek from the Fulton/Gwinnet County Line to Jones Bridge Circle to Fitzpatrick Way to West Jones Bridge Road to Jones Bridge Circle to East Jones Bridge Road.

The boundary line between precincts 072 Martins E and 086 Martins F will follow Pleasant Hill Road from I-85 to Club Drive.

NOTICE OF ELECTION

TO THE QUALIFIED VOTERS OF THE CITY OF SUGAR HILL, GEORGIA:

NOTICE IS HEREBY GIVEN that on the 6th day of November, 2007, an election will be held at the regular polling place for elections held by the City of Sugar Hill, which is the Sugar Hill Community Center, located at 1166 Church Street, Sugar Hill, Georgia 30518. On November 6, 2007, the following municipal offices and questions will be submitted to the registered voters of the City of Sugar Hill: (1) Council Post 1 currently held by Steve Edwards; (2) Council Post 2 currently held by Marc Cohen; (3) Council Post 3 currently held by Clint Thompson; (4) whether the City shall be authorized to exercise the powers granted to it under the "Redevelopment Powers Law"; (5) whether the governing authority of the City shall be authorized to increase the property tax millage rate to create and fund a police department.

Voters desiring to vote for the council seats that are present on the ballot shall vote for one candidate for each of the council seats appearing on the ballot.

Voters desiring to authorize the City to exercise the powers allowed by the "Redevelopment Powers law" shall vote "YES", and those voters desiring to withhold authorization for the City to exercise the powers allowed by the "Redevelopment Powers Law" shall vote "NO". The ballots to be used in the election shall have written or printed thereon substantially the following:

[ ] NO

Shall the Act be approved which authorizes the City of Sugar Hill to exercise redevelopment powers under the 'Redevelopment Powers Law', as it may be amended from time to time, for the purpose of improving economic and social conditions in depressed areas within the city?"

Voters desiring to authorize the governing authority of the City to increase the City's current property tax millage rate by 3.8 mils in order to crate and fund a Sugar Hill Police Department shall vote "YES", and those voters desiring to withhold authorization for the governing authority for the City to increase the City millage rate to create and fund a police department shall vote "NO". The ballots to be used in the election shall have written or printed thereon substantially the following:

"[ ] YES

[ ] NO

Shall the governing authority of the City of Sugar Hill be authorized to create a Sugar Hill Police Department and to fund the creation and operation of the Police Department by increasing the existing City Millage Rate by 3.8 mils?"

The polling location for the City of Sugar Hill, Georgia shall be open from 7:00 a.m. until 7:00 p.m. on election day, Tuesday, November 6, 2007.

The last day to register to vote in this election shall be October 9, 2007, through 5:00 p.m.

All residents of the City of Sugar Hill qualified to vote at such election shall be determined in all respects in accordance with the election laws of the State of Georgia.

This notice is given pursuant to the instructions of the Election Superintendent of the City of Sugar Hill, Georgia.
