Lilburn doesn't change millage rate for 2007

LILBURN - The Lilburn City Council agreed here Monday night to maintain its present 4.26 annual millage rate for 2007, but, because of property reassessments, a city homeowner who sells his house will face an increase of 5.84 percent in Gwinnett County property taxes.

Following a public hearing on the matter at the monthly meeting, Mayor Jack Bolton said the increased revenue generated would be used in the city's operating budget, but inflation probably would eat up any additional monies.

Bolton added, "If you don't sell your house this year, your taxes won't increase."

Residents' comments were received at the public hearing, and they mainly questioned whether individuals' taxes were going to go up.

The new tax year begins on July 1.

The council also agreed to adopt the city's 2007-08 operating budget and capital improvement plan, which will include additional positions for the city police department.

Ruppert Nurseries Inc. was awarded the bid for construction of the Lilburn Streetscape Project by the council at a cost of $1,027,500, and it was agreed that Georgia Power Company be awarded $87,000 for the project's decorative street lighting.

Bolton also announced that the Atlanta Regional Commission has awarded the city a $1 million transportation grant that will be used for streetscapes and traffic enhancements on Main Street.

In other business, the council:

•Authorized funding in an amount not to exceed $6,000 for the Gwinnett Partnership Campaign sponsored by the Gwinnett County Chamber of Commerce.

•Approved funds not to exceed $144,000 to HDR Inc. to provide for additional design, engineering and survey services for the Camp Creek Greenway Trail, along the Jackson Creek Watershed.

•Approved architectural renderings of a landscape plan for the construction of an International House of Pancakes restaurant at 4018 Lawrenceville Highway, next to Flagstaff Bank. A modified sign program also was approved for the restaurant, which is expected to take about 100 days to construct.

•Approved the proposed floodplain management ordinance as required by the Georgia Department of Natural Resources.

•Authorized Bolton to make an application to the Federal Emergency Management Agency for funding through Gwinnett County for emergency management preparedness.
