Whitlock edges Garner in Duluth

DULUTH - Greg Whitlock won a seat on Duluth's City Council on Tuesday, blocking Maxine Garner's attempts to return to the board.

Whitlock, a political newcomer, came away with 337 votes to Garner's 280, in unofficial results of the election runoff.

"I'm kind of overwhelmed," Whitlock said, giving credit to volunteers who stepped forward to help in his campaign. "All this work has paid off."

Garner, who served 16 years on the City Council before losing the 2005 election, said Whitlock's win will create a split on the council.

"I'm disappointed, and I think it's going to be a difficult situation for a few years," she said. "I think it's going to have some negative consequences for citizens."
