TO THE QUALIFIED VOTERS OF GWINNETT COUNTY, GEORGIA

NOTICE IS HEREBY GIVEN that on the 7th day of November, 2006, an election will be held at the regular polling places in all the election districts of Gwinnett County, Georgia, at which time there will be submitted to the qualified voters of Gwinnett County for their determination the question of whether a special one percent sales and use tax for educational purposes shall be continued in Gwinnett County for a period of time not to exceed 20 calendar quarters, beginning with the quarter commencing on the first day of the calendar quarter following the calendar quarter in which the sales and use tax for educational purposes currently in effect expires (currently projected to be July 1, 2007), to raise an estimated amount of $1,100,000,000, to be used and applied for capital outlay projects for educational purposes of the Gwinnett County School District (the "Gwinnett School District") and the City of Buford School District (the "Buford School District") as described below. If continuation of the tax is approved by the voters, such vote shall also constitute approval of the issuance of general obligation debt of the Gwinnett School District in the principal amount of not to exceed $425,000,000 (the "Gwinnett Bonds") for the purpose of funding all or a portion of the Gwinnett Projects referred to below.

The specific capital outlay projects of the Gwinnett School District to be funded by the proceeds of the special sales and use tax in the amount of approximately $1,081,300,000 in accordance with the established priorities in its five-year building and technology program and contingent upon the amount of funds generated by the tax are as follows (collectively, the "Gwinnett Projects"):

(a) acquiring new sites for the construction of new schools, support facilities and athletic facilities and the expansion of existing schools and support facilities;

(b) developing sites for constructing and equipping new schools, support facilities and athletic facilities specifically including, but not limited to, the following:

(e) making existing lease/purchase payments with respect to the acquisition of new and existing schools and support facilities; and

(f) modernizing technology and making system-wide technology improvements.

A portion of the cost of the Gwinnett Projects will be financed through the issuance of the Gwinnett Bonds. The Gwinnett Bonds, if so authorized, may be issued by the Gwinnett School District from time to time in whole or in part and in one or more series. The Gwinnett Bonds shall be dated their date of issuance, or, at the option of the Board of Education of the Gwinnett County School District (the "Gwinnett Board"), on the first day of any month thereafter prior to the date of issuance of the Gwinnett Bonds, shall bear interest from such date, payable semiannually on the first days of February and August in each year, commencing February 1, 2007, or the first February 1 or August 1 following the date of issuance of the Gwinnett Bonds, at an interest rate or rates not to exceed 5.0% per annum (the exact interest rates to be determined by supplemental resolution of the Gwinnett Board prior to the issuance of the Gwinnett Bonds), until paid, and shall mature (serially or, at the option of the Gwinnett Board, by mandatory sinking fund redemption) on the first day of February in the years and amounts, as follows:

Any brochures, listings or other advertisements issued by the Gwinnett Board or by any other person, firm, corporation or association with the knowledge and consent of the Gwinnett Board, shall be deemed to be a statement of intention of the Gwinnett Board concerning the use of the proceeds of the Gwinnett Bonds.

The specific capital outlay projects of the Buford School District to be funded by the proceeds of the special sales and use tax in the amount of approximately $18,700,000 are as follows (collectively, the "Buford Projects"):

(a) acquiring new sites for the construction of new schools, support facilities and athletic facilities and the expansion of existing schools and support facilities;

(b) developing sites for constructing and equipping new schools, support facilities and athletic facilities specifically including, but not limited to, the following;

(i) multi-purpose facility housing administrative offices and arena,

(ii) bus maintenance facility;

(c) making additions to, acquiring or renovating, equipping and modernizing existing schools, support facilities and athletic facilities specifically including, but not limited to, the following:

(i) Buford Elementary School,

(ii) Buford Academy,

(iii) Buford Middle School,

(iv) Buford High School,

(v) System-Wide Support Facilities;

(d) making existing or new lease/purchase payments or payments with respect to the acquisition of new and existing schools and support facilities along with buses and other transportation vehicles; and

(e) modernizing technology and making system-wide technology improvements.

Voters desiring to vote for the re-imposition, levy and collection of the current one per cent sales and use tax for educational purposes and the issuance of the Gwinnett bonds shall do so by voting "YES" and voters desiring to vote against the re-imposition, levy and collection of the current one percent sales and use tax for educational purposes and the issuance of the Gwinnett Bonds shall do so by voting "NO" as to the question propounded below. The ballots to be used at such election shall have written or printed thereon substantially the following:

Shall a special one percent sales and use tax be continued in the special district of Gwinnett County for a period of time not to exceed 20 calendar quarters and for the raising of an estimated amount of $1,100,000,000, to be distributed among the Gwinnett County School District and the City of Buford School District for the purpose of funding the following projects (i) for Gwinnett County School District (A) acquiring new sites for the construction of new schools, support facilities and athletic facilities and the expansion of existing schools and support facilities; (B) developing sites for constructing and equipping new schools, support facilities and athletic facilities; (C) making additions to, acquiring or renovating and equipping existing schools, support facilities and athletic facilities; (D) making system-wide renovations, additions, and improvements to bus and parent pickup driveways and facility parking lots and purchasing school buses; (E) making existing lease/purchase payments with respect to the acquisition of new and existing schools and support facilities; and (F) modernizing technology and making system-wide technology improvements (collectively, the "Gwinnett Projects"), at a cost of approximately $1,081,300,000; (ii) for the City of Buford School District (A) acquiring new sites for the construction of new schools, support facilities and athletic facilities and the expansion of existing schools and support facilities; (B) developing sites for constructing and equipping new schools, support facilities and athletic facilities; (C) making additions to, acquiring or renovating, equipping and modernizing existing schools, support facilities and athletic facilities; (D) making existing or new lease/purchase payments or payments with respect to the acquisition of new and existing schools and support facilities along with buses and other transportation vehicles; and (E) modernizing technology and making system-wide technology improvements, at a cost of approximately $18,700,000? NOTICE IS HEREBY GIVEN that on the 7th day of November, 2006, an election will be held at the regular polling place for elections held by the City of Grayson, which is the Grayson Senior Center, located at 485 Grayson Parkway, Grayson, Georgia 30017. On November 7, 2006, the following municipal offices and questions will be submitted to the registered voters of the City of Grayson: (1) Council Post 3 currently held by Jimmy Adams; (2) Council Post 1 currently held by Tammy Shumate; (3) whether the city shall issue licenses to sell distilled spirits for beverage purposes by the drink for consumption only on the premises; and (4) whether the city shall permit and regulate Sunday sales of distilled spirits or alcoholic beverages for beverage purposes by the drink.

On November 30, 2006 the Georgia Department of Transportation will hold a public information open house concerning the proposed Location and Design of Project BRMLB-9317(5), Gwinnett County. The meeting will be held from 4:00 p.m. to 7:00 p.m. at the Good Shepherd Presbyterian Church, Fellowship Hall, 1400 Killian Hill Road, Lilburn, Georgia, 30047.

Project BRMLB-9317(5) is a bridge replacement of an existing functionally obsolete bridge located on Killian Hill Road over the Yellow River in Gwinnett County.

Representatives from the Georgia Department of Transportation will be available from 4:00 p.m. to 7:00 p.m. with plans and displays. The public will have an opportunity to attend the public information open house at its convenience to ask questions and discuss the project with a Department representative. There will be no formal presentation.

A court reporter will be available during this time to allow the public an opportunity to make verbal comments about the project. These comments will be included in the transcript of the public information open house.
