Police search for 36-year-old suspect

LILBURN - The Gwinnett County Police Department is in search of a 36-year-old Norcross man in connection with a kidnapping and sexual assault that took place about 2 p.m. Tuesday.

Baltazar Parra allegedly abducted a 36-year-old woman from the Carter Drive/Pleasant Hill Road area in Lilburn, said Gwinnett Police Spokesperson Darren Moloney.

Moloney said the woman was walking from her Lilburn home to a business in the area when Parra forced her into his vehicle.

"The victim told investigators she was taken to a residence where she was sexually assaulted," Moloney said. "The victim was forced to stay there overnight."

The next day at 12:41 p.m., Parra agreed to let the woman go and put her in the passenger side of the vehicle, Moloney said. As he was walking around to the driver's side, the woman ran out of the car screaming for help.

"As neighbors came out to see what was happening, the offender jumped into the car and fled the scene," Moloney said. "Uniformed officers and emergency medical personnel immediately responded."

Moloney said the woman gave officers and detectives a description of Parra. Officers then began searching the area.

"(The officers) approached a resident who said the offender's description matched that of his friend Baltazar and gave the location of where he last saw him," Moloney said.

Investigators arrived at 1527 Village Drive in Norcross, where investigations indicated that was the location where the woman was assaulted, Moloney said.

"With the information provided by the victim, investigators were able to construct a photographic lineup," Moloney said. "The victim identified Parra as her attacker."

Parra is about 5 feet 7 inches tall and weighs140 pounds. He has black hair and brown eyes. He was last seen driving a 1999 Ford Taurus with the Arkansas license plate 409ITG, which expires on July. The vehicle is a four-door passenger car that is brown or beige in color.

Moloney said, Parra is not the registered owner of the Ford.

"Warrants have been obtained and investigators are still attempting to locate Parra," Moloney said. "He has been charged with felony kidnapping, false imprisonment and rape."

This is the second kidnapping and sexual assault case this week in Gwinnett County.
