BELL, LOUISELouise Echols Bell, age 86, passed away August 24, 2006 after a lengthy illness. Funeral services will be 2:00 PM Saturday, August 26, 2006 in the Bill Head Funeral Home, Duluth Chapel with Rev. Dick Baker officiating. Burial will be in Peachtree Memorial Park. Mrs. Bell was a native of Forsyth County. She was very active in the First Baptist Church of Duluth for 73 years. She served on various committees, including the building and grounds, also the pulpit committee. She served as co-chairman of the Gwinnett County Heart fund drive, chairman of the Duluth Area Cancer fund drive, she was a special feature writer for the Gwinnett Daily News, she was a substitute teacher, and president of the PTA, she served on the City of Duluth Planning and Zoning board for several years. In 1970, she earned her real estate license and worked as a real estate agent until she retired. She was preceded in death by her husband of 54 years, Frank Bell. ATLANTA - For the second year in a row, the state agency with jurisdiction over healthcare spending is notrecommending major budget cuts. The Georgia Board of Community Health voted Thursday to submit a 2008 budget request of nearly $5 billion in state funds to Gov. Sonny Perdue. Including federal money, the budget would be nearly $11.5 billion. After two years of spending cuts that threw thousands of low-income women and children off of Georgia's Medicaid rolls, the Department of Community Health was bailed out a year ago by the discovery of an unanticipated surplus. Although that money is no longer available, agency officials expect to be able to cope with expected growth in Medicaid enrollment and rising healthcare costs because state tax revenues are increasing as the economy continues to recover from the recent recession. Also, Perdue isn't clamping down as tightly on the health department as other parts of state government, Carie Summers, the DCH's chief financial officer, told board members Thursday. "Most agencies are having to submit flat budgets,'' she said. "The governor is allowing us an exemption.'' Among the spending increases the department is seeking is $23.3 million in state funds to cover projected enrollment growth in PeachCare for Kids, Georgia's health-insurance program for children, and $45.1 million in state money for fees paid to the companies running the state's new Medicaid managed-care program.
